[VOICE OF WORLD/VOW] [Reporter Hyun Joo]   The Chosun Ilbo reported the news of UDT former U-Tuber Lee Geun's participation in the war in Ukraine. Lee Geun said, “I can’t stay still. I will take responsibility if I return alive.”

CNBC News reported that the number of volunteers fighting for Ukraine had surpassed “16,000” on the 4th. With “150 people from the British Airborne Forces” and “70 people from Japan”, the enthusiasm for participating in the Ukrainian war is hot all over the world.

The Kookmin Ilbo reported that the number of applicants around the world was “over 20,000.” The Maekyung News released a report on the 4th citing the SNS words of Deputy Minister of Defense Hannah Maliar of Ukraine: “Thousands of foreigners are registering to protect global security.”

According to news from inside and outside the country, when participating in the war as a volunteer without government permission, in the case of the UK, the terrorism-related laws are being raised; and in the case of Japan, warning measures are being raised by government authorities to prohibit participation in the war.

In Korea as well, as intentions to join the enthusiasm for participation in the war are being uploaded one after another on social media, there are several interpretations of opinions about the measures taken by the authorities. There is also an interpretation by experts that legally, it is a violation of the passport law and can be punished.

According to the report of the Chosun Ilbo on the 8th, an explanation is added that in the case of Lee Geun, criminal punishment may be imposed by stating “prison penalty for more than one year.” In spite of violating the Passport Act and the Criminal Act, Lee Geun posted a photo on social media as he was leaving the country with several colleagues.

As the number of foreigners participating in the war increased when Ukrainian President Zelensky appealed for participation in overseas volunteers on the 26th, the Russian Ministry of Defense issued a warning that “We will not treat them as prisoners of war and will punish them criminally.” The concern is emerging as a major concern of the international community.
